to: Tuolumne County From: Tim

I have been a dedicated member of the Tuolumne County community for nearly 30 years, bringing a unique combination of creative vision, professional experience, and a deep commitment to service. As a local business owner and active resident, I have contributed to the growth and vitality of the region through my work in design, marketing, community engagement, and youth development.

I’ve been skiing at Dodge Ridge since I was three years old. Took my first backpacking trip to Bear Lake out of Crabtree Trailhead when I was five. I spent my youth (as well as my adult life) exploring hundreds of miles of the Stanislaus National Forest, not because someone told me to, but because I couldn’t stay away.

Summers were spent at Twain Harte Lake. And when I got a little older, I was off playing with my friends tromping through Turnback Creek behind my grandpa’s cabin, convinced we were going to find the lost gold of the Confidence Mine.

My grandfather helped pave Highway 108. His friend Paul Eby, the original owner of Twain Harte Lumber, used to let my brother and me drive forklifts around the yard… just for fun! That’s the kind of community this is.
All of my most precious memories, with family, friends, and on my own, trace right back here to District 3. So when the time came to make this my permanent home, I didn’t think twice. Now I live in Confidence, I work in Twain Harte, and I couldn’t image it any other way.

I was born in the Bay Area, but it's this county that raised me. Before I even knew what a county was, I knew Tuolumne County was special.

I operate Tim McCaffrey Design, a creative studio in Twain Harte that has supported dozens of local organizations, small businesses, and nonprofits with branding, website design, and strategic marketing. I am also the lead designer for UV Skinz, a nationally recognized sun-protective clothing company headquartered in Tuolumne County. My expertise in visual communications stems from a formal education at the Art Institute of Seattle and decades of hands-on experience. I specialize in helping mission-driven organizations clearly communicate their purpose, and has recently expanded my work to include educational content on web design and digital tools for entrepreneurs.

I have worked with a wide range of local institutions, from Dodge Ridge Resort and Columbia College to The Center for a Nonviolent Community, Twain Harte Soroptimist and the Tuolumne Visitors Bureau, always focusing on projects that strengthen the social fabric of the county. I have also worked with youth in high-risk situations. I am a board member of the Twain Harte Homeowners and serve as the vice-president of the California Association of Boutique & Breakfast Inns (CABBI).

A passionate advocate for creative solutions and community collaboration, I bring thoughtful communication, strategic insight, and a “neighbor-first” approach. Whether it’s through organizing local events, developing visual resources, or facilitating dialogue among residents, I remain committed to supporting the well-being and unity of District 3.

I will be a full-time supervisor and be prepared for every board meeting.  I will listen to the community and their needs and will facilitate solutions. I believe our community deserves more.
This isn’t just where I live. It’s who I am, and I’d be honored to serve this community.

I believe we are all ready for some serious change in District 3, some serious change in the county. Change starts with speaking up and We All deserve to be heard. We are one community, and the job of a County Supervisor is not to push an agenda, it’s to listen and to ensure safety and support for all our local communities and all of our residents. Each one of you.

And that is why I am running for Supervisor.

My campaign built on five fundamental principles.

Emergency Preparedness – because wildfires, floods, and extreme weather aren’t going away, and we need real, coordinated plans in place.
I will work for a fully staffed and properly supported Office of Emergency Services, clear communication systems for residents, better evacuation planning, and funding for fuel breaks and defensible space projects—because our preparedness is not optional, it’s essential.

Responsible Budgeting – because every dollar matters, and we deserve leadership that thinks long-term, not just about the next election cycle.
I will work to bring transparency and accountability to our budgeting process, and prioritize core services. I will invest in planning so we can prevent crisis from happening rather than reaction mode. No more surprise cuts, no more wasteful spending, no more politics over priorities.

Senior Support – because no one who helped build this community should be pushed to the margins in their later years. PERIOD.
I will work to expand access to services that help seniors age safely in place—transportation, healthcare, housing support, and nutrition—and I’ll make sure those services aren’t just maintained, but improved and accessible throughout the county.

Housing – because our teachers, nurses, firefighters, and young families should be able to live here—not be priced out or pushed out.
I will work to promote smart housing development that fits the character of our community and meets our workforce needs—affordable homes, rental options, and policies that support locals first. We need housing that helps our community grow, not housing that displaces our residents.

And Small Business Support – because our towns are only as strong as the local shops and tradespeople, and the recreation economy that keep them going.
I will work to cut red tape, expand technical support and grant access, promote tourism in ways that benefit locals, and ensure that small businesses have a seat at the table and a stake in the future of our Tuolumne County.

Because we all deserve more.

We deserve more than partisan drama. We deserve more than late-night backroom decisions. And you deserve a Supervisor who is present, transparent, and accountable. And with your help, we can make that happen..

We are better than what we’ve become. And together, we will work to be our best.
